Open Meetings Act Compliance
Public access to the proceedings and decision-making processes of governmental boards, agencies and commissions is an essential element of a properly functioning democracy. We believe strongly in open government. Meetings held by public officials to discuss public business, particularly when conducted with the public taxpayers’ money, are the taxpayers’ business. The Open Meetings Act is one of New Mexico’s 'good government' laws, and it deserves the full support of all New Mexicans.

    NOTICE OF INTENT TO ADOPT AN ORDINANCE AMENDING CHAPTER 6 (ANIMALS), SECTION 6-187 (ANIMALS RUNNING T LARGE.) AND SECTION 6-190 (FAILURE TO PROVIDE PROPER CARE AND MAINTENANCE.), OF THE MUNICIPAL CODE OF THE TOWN OF SILVER CITY

    The Council of the Town of Silver City, Grant County, New Mexico hereby gives notice of its intention to adopt a proposed amendment to the Town of Silver City Code of Ordinances. This notice is given the title as follows:

    ORDINANCE NO. 1241
    AN ORDINANCE AMENDING CHAPTER 6 (ANIMALS), SECTION 6-187 (ANIMALS RUNNING AT LARGE.) AND SECTION 6-190 (FAILURE TO PROVIDE PROPER CARE AND MAINTENANCE.), OF THE MUNICIPAL CODE OF THE TOWN OF SILVER CITY

    Sponsor: Councilor Cynthia Ann Bettison.

    The complete ordinance is posted on the Town’s website, www.townofsilvercity.org. Public comments will be accepted until August 25, 2015. Comments may be submitted on the Town’s website, or to info@townofsilvercity.org, or by writing to the Town Council, Town of Silver City, P.O. Box 1188, Silver City, NM 88062. Copies are available at City Hall, 101 W. Broadway.

    Consideration of the final adoption of such proposed ordinance will not take place until at least two weeks subsequent to the date of this notice and only at a public meeting called and held in accordance with Section 3-17-3, N.M.S.A. 1978. Consideration of adoption of said ordinance is currently scheduled for and will not take place prior to August 25, 2015.

    NOTICE IS HEREBY GIVEN that on August 25, 2015 the Town Council of the Town of Silver City, New Mexico will consider for adoption Ordinance No. 1240 (the "Ordinance"). Complete copies of the Ordinance are available for public inspection during normal and regular business hours of the Town Clerk in Silver City Town Hall, Silver City, New Mexico and on the Town's website at www.townofsilvercity.org. The title and subject matter of Ordinance is as follows:

    TOWN OF SILVER CITY, NEW MEXICO
    ORDINANCE NO. 1240

    CONCERNING THE MUNICIPAL JOINT UTILITY SYSTEM OF THE TOWN OF SILVER CITY, NEW MEXICO; PROVIDING FOR THE ISSUANCE OF THE TOWN'S (I) JOINT UTILITY SYSTEM IMPROVEMENT REVENUE BONDS (QUALIFIED ENERGY CONSERVATION BONDS - DIRECT SUBSIDY), TAXABLE SERIES 2015A IN THE AGGREGATE PRINCIPAL AMOUNT UP TO $4,285,000 TO (a) EXTEND, ENLARGE, BETTER, REPAIR AND OTHERWISE IMPROVE SUCH JOINT UTILITY SYSTEM, (b) FUND OF A DEBT SERVICE RESERVE FUND, AND (c) PAY COSTS OF ISSUANCE OF THE SERIES 2015A BONDS, AND (II) JOINT UTILITY SYSTEM REFUNDING REVENUE BONDS, TAX-EXEMPT SERIES 2015B IN THE AGGREGATE PRINCIPAL AMOUNT UP TO $1,200,000 TO (a) REFUND, REDEEM AND PAY THE TOWN'S OUTSTANDING LOAN AGREEMENT, AS AMENDED, WITH THE NEW MEXICO ENVIRONMENT DEPARTMENT AND (b) PAY COSTS OF ISSUANCE OF THE SERIES 2015B BONDS; PROVIDING THAT THE SERIES 2015 BONDS SHALL BE PAYABLE SOLELY OUT OF THE NET REVENUES TO BE DERIVED FROM THE OPERATION OF SUCH JOINT UTILITY SYSTEM; PROVIDING FOR THE DISPOSITION OF THE REVENUES TO BE DERIVED FROM THE OPERATION OF SUCH JOINT UTILITY SYSTEM; PROVIDING THE FORM, TERMS AND CONDITIONS OF THE SERIES 2015 BONDS, THE METHOD OF PAYING SUCH AND THE SECURITY THEREFOR; PRESCRIBING OTHER DETAILS CONCERNING THE JOINT UTILITY REVENUES AND THE JOINT UTILITY SYSTEM, INCLUDING BUT NOT LIMITED TO COVENANTS AND AGREEMENTS IN CONNECTION THEREWITH AND WITH FUTURE FINANCING THEREFOR; RATIFYING ACTION PREVIOUSLY TAKEN IN CONNECTION THEREWITH; AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH.
